LULUCF is short for Land Use, Land Use Change and Forestry – and the new proposal requires Sweden to increase the yearly net carbon sink by 11 million tons of carbon dioxide by 2030. It sounds good, but has negative consequences for Sweden’s ability to combat climate change by replacing fossil fuels with biofuels, and reduces the possibility of using raw materials from the forest for long-lived wood products that store carbon dioxide. Contrary to the European Commission’s intention, the overall climate benefit of the new proposal will therefore be negative.
